From asking to giving

Building resources instead of waiting for them

The plan turns Awqaf from dormant assets into productive resources, from managing needs to building capacity, and from temporary giving to sustainable returns. Investment is not a separate financial goal; it is a means of safeguarding entrusted assets and serving faith, people and society.

From asking to giving

Plan structure

Two connected tracks for Awqaf development

The plan combines major Directorate-led investments with local initiatives that help mosque committees build reliable income.

01

Central investment projects

Agricultural, commercial, residential, productive and tourism projects whose returns support the Directorate’s religious, educational and community programmes.

02

Mosque committee investments

Projects connected to mosques and villages, locally followed under institutional oversight to fund operations and strengthen self-sufficiency.

Awqaf portfolio

Current and proposed projects

Projects are presented by type and stage. Estimates remain subject to final technical and financial studies and the required religious and legal approvals.

Mosque committee initiatives

Local models for greater self-sufficiency

Several mosque committees have begun developing property, correcting rents and creating leasable units. These examples can become independent project pages as their records are completed.

  1. 01

    Al-Bireh mosque committees

38 existing garages, alongside a proposed integrated project comprising six commercial and service facilities.

  2. 02

    Al-Rafid mosque committee

Four furnished apartments nearing completion and a plan for 10 garages, targeting combined monthly income of approximately $3,500.

  3. 03

Umar ibn Al-Khattab Mosque committee – Majdal Balhis

Nine existing garages generating $795 per month, with 10 more under study and estimated combined income of approximately $1,795.

  4. 04

Saad bin Muadh Mosque committee – Kherbet Rouha

A proposed 10-apartment endowment building with estimated monthly income of approximately $2,000 when complete.

  5. 05

Hamza ibn Abd Al-Muttalib Mosque committee – Kfardenis

Endowment rental apartments, a shop and apartment under construction, and three garages and four apartments under study.

  6. 06

    Aita Al Fakhar mosque committees

An existing building generating $900 per month and a second building under study for the Old Aita Mosque and Abu Dharr Al-Ghifari Mosque.

Partnership and investment options

Flexible models that protect the Awqaf asset

Every partnership is reviewed against religious and legal requirements and its feasibility study, with clear responsibilities, duration, returns and management.

  1. 01

    BOT agreement

Build and operate for an agreed period before transferring the benefit or management to the Awqaf.

  2. 02

    Partnership agreement

A structured partnership defining capital, returns, duration, governance and oversight.

  3. 03

    Interest-free investment loan

Capital is recovered from project income over an agreed term, after which returns belong to the Awqaf.

  4. 04

    Awqaf grant

A financial or in-kind contribution that establishes or supports a lasting project.

  5. 05

    Reinvested returns

A share of each project’s returns launches the next project and grows the portfolio over time.

How returns are used

Income as a means to build people

Economic development remains connected to the religious and community mission, directing returns to clear priorities that can be documented and reviewed.

Mosques

Maintenance, equipment, programmes and essential services.

Quran and education

Quranic schools, religious learning and educational programmes.

Students

Support and interest-free loan models that preserve dignity and widen opportunity.

Young people and families

People with disabilities

Resources for people with the greatest needs and lasting social impact.

Delivery method

From feasibility to sustainable income

Projects advance gradually according to priority, feasibility and available resources while the original Awqaf asset and every decision remain protected and documented.
